Like, should there be a version of D.C.'s Home Assistance Purchase Program so that businesses can buy their buildings? Should business and commercial property taxes be lowered across the board? Or maybe commercial property rent control?

Because if you only do one-off bills to help specific businesses, that raises the obvious problem of political connections possibly factoring in. And yes, that's obviously been a problem with big businesses seeking (and getting) tax abatements and the such.

Great idea! Soon DC residents will be able to send their tax money via PayPal directly to “native” residents and businesses. There will be no way to support DC “immigrants” however, who is defined anyone not born in DC more than 30-yes ago ...
