So, in essence, those promises of sports betting money paying for early childhood education and violence prevention aren't being kept. The mayor/Council can of course still fund those initiatives through the budget, but there's no dedicated source of revenue.

OK, so as much with government, I’m told there’s a complicated reason for why sports wagering money won’t be going directly to Birth-to-3 and violence prevention. On the Birth-to-3 side, there are lots of programs that need to be funded. (Cont.)

A Council staffer with good knowledge of the process says dedicating revenue for lots of different programs at a time is hard. So instead, the money will come through the annual budget process.

That started this year with a commitment of $15 million in recurring funding: https://wamu.org/story/19/05/30/d-c-increases-funding-for-early-childhood-education-but-by-less-than-what-advocates-hoped/ … But it also means every year advocates will have to fight for money for Birth-to-3.

Mendelson did tell me he is looking at ways to bring down the cost of the overall bill (which is in the many hundreds of millions of dollars over a decade) to ensure the Council can more easily pay for it.
