I meant impossible because the world around them doesn't operate in Japanese, no matter how diligent or devoted the learner may be. I don't see how "all the time" is doable.

It's not meant to be taken literally; "all" the time might be impossible but "most" is definitely doable. All you need is the internet, headphones, and an mp3 player.

I use Lang-8 to do that instead of expecting myself to somehow memorize/remember the corrections . It's amazing to see what i wrote in Japanese x years ago
