Facebook wouldn't ban anyone saying "women are scum" or "women are trash" without a targeted harassment campaign pointing at the post, which is what's happening here.

The problem is low-skilled labor, likely not from the U.S., reading nebulous rules and enforcing them without context. But Facebook won't admit it, because it would force them to admit they're using underpaid or foreign workers for content jobs.
