Sure, citizens on the losing side are free to protest, not accept the loss or whatever they want. The point is that the actual LOSING CANDIDATE refusing to concede is what would have provided a divisive political crisis, which was Wiki & Russia's goal.

While that situation, hypothetically, would have been bad, the opposition to Trump has virtually been unwillingly to concede as well, using the Russian attempt to interfere as its justification. Hillary conceded the election, yes, but has been scapegoating Russia ever since.
