There are arguments both ways, but I lean towards the semantics in that cutting Medicaid growth isn't the same as "gouging Medicaid".

"reduction in growth" does not happen in a vacuum. Guaranteed increases in cost make "reduction in growth" of benefits a cut. Simple math.
