        That's what public policy debates are about. We need to fix this problem. In some states, high-risk pool's work. In others, they don't.

        The overwhelming evidence is that this won't happen. It has been tried and failed multiple times. Pooling the sick together increases costs.

        Just like every other type of insurance. Ridiculous if you think your premiums don't go up to cover other drivers with accidents.

        State high risk pools fail and are just subsidies for private insurance companies. Why not just put people with pre-ex on Medicare?

        That would be nice. But the downside risk if it doesn't is horrific. I'd want strong evidence that states' high-risk pools actually would.
