As I wrote initially, I think you framed it in the least generous manner possible. Bush probably wants to help elect conservatives who care about taxes, national defense, the right to life, etc. That is legitimate and honorable.
What this really means is that they prioritize these things over accountability and oversight on Trump. After all, Republicans themselves have openly said that electing them is necessary to prevent those things from happening.

It does, however, mean that Bush — the man who in 2000 promised to uphold the honor and dignity of the office — is willing at least to overlook the destruction of the office he once held and the unwillingness of the current majority party to hold him accountable.
How is this any different than the bargain corrupt Republicans have made with the devil? Look the other way on Trump’s destructions of democratic norms in exchange for the so called conservative agenda .. got it
