Let's be frank about it. If this had been a Democratic President, Republicans in the House and Senate would be lined up out the door to make speeches on the floor of their respective body calling for investigations and impeachment.

They can’t bring any legislation to the floor - for a vote. Ryan and McConnell have to agree to do that.

The Dems strategy is not to offer better but to await implosion. They are elites and despicable. Not a backbone among them. If they offered bill of censure they could take to the floor to make their point. You don't need vote to have voice. Call the Repubs bluffing indignation.

Under the rules of either the House or the Senate, Democrats have no power to bring bills to the floor because they are in the minority

They could still LOUDLY call for an official censure. I haven’t even seen that.
