        If a 40% vote can overturn any rule, as Musk proposes, virtually everything that got passed would be summarily struck down. It would be a sad mirror of the times when Roman co-consuls who disagreed with each other spent their whole terms vetoing each other's decrees.

        Since he is describing this as the ideal system for his Mars colony, it's even crazier. Almost by definition, a Mars colony would have to be organized around a strongly communal ethos, sacrificing personal freedom for group prosperity.
