    Nice point! The Competing Risks model of mortality is an important idea. This 1999 AER paper (co-written by the Chair of President Trump's CEA) is under-rated.

    Worth reading. When faced with hard to quantify risks, how does a society with a rising value of avoiding mortality risk respond? As we make progress reducing mortality risk from other causes (i.e heart disease), the marginal gains from mitigating plague risk rise.
