If you actually read the article they talked about looking into the hit reg and server issues. Longbow JUST got buffed let it sit for a while than nerf. You don't buff nerf buff nerf every 2 days. Solo Q would be doo doo in a hero BR. The rest tho I agree with.
That's why stuff should be put on PTR server first :) wait there is not a one... Waiting month + for hit reg fix and even more time for server lag fix ain't good enough for me lad

PTR is what kills games.. look at WoW The Division. Tho what would be nice is a ranked play and they could use casual MM as PTR so if a patch is too much doodoo, then they can take it out and it'l never ruin ranked. ( an idea )
