    A plan for the UK to reject LPF in state aid, competition, labour law but walk away with an “Australian” aviation agreement might not stack up. EU’s position has always been they are strictly linked, inc under the no deal contingency plan.

    The red bit was added to the Boris PD. Clarifies but doesn't change the May era position. The UK has long swallowed notion that EU law means exclusive CJEU interpretation. Q now is only how much EU law you put in the future relationship (having accepted a load in the WA)

    EU presentation suggests governance for Phase 2 relationship is built on systems PM Johnson has already agreed to for the WA (which were drawn up with an eye on the future). Avoids duplication/rival systems, and a "platform" for inevitable and more complex successor deals.

    The U.K. govt acknowledges this obligation to uphold “essentially equivalent” standards means in effect it will maintain the “status quo”, as asking businesses to apply different data regimes to pre- and post- exit data would not make sense.
