I can pretty easily separate the veracity/validity of the political message from whether or not that message is delivered in a striking artistic way. Easiest example is Triumph of the Will -- widely recognized as a groundbreaking piece of cinema despite being Nazi propaganda.
Other more subtle examples include things from Diego Rivera murals to Jacques-Louis David's Napoleonic propaganda and even Renaissance art that promoted the ruling Christian theocracy. Art can be beautiful even in the service of things that are ugly.
And yeah obviously sometimes the ugliness of the message can overpower any beauty the art might hold. I don't think anyone listens to an ISIS nasheed thinking "wow this prose is so evocative." Triumph of the Will only survives because it documents an actual historical event.
Wellllll, George Lucas seems to appreciate the aesthetic enough to copy it.
