Title doesn't match the text. It's hard to talk about this without tripping over yourself: "any population at any time will carry a varied bunch of mutations that affect intelligence. These will differ between populations, clans, families, and individuals"

They won't differ systematically across large populations precisely because they will vary so much and so dynamically *within* populations, down to the level of individuals. There is no single stable set of genes "for intelligence"

Something can meaningfully differ between populations even though that’s swamped by the differences between populations. Unless you would deny that 10.2-year-olds are a little taller than 10.1-year-olds.
