This is true! But criticizing government policies is basically a placebo for actual free expression: what the government does is always a compromise among everyone with power, so there’s *always* grounds for criticism.

Eg would gay men be better off in a world of 2018 American norms but where the law in Lawrence v Texas had been upheld, or a world where it hadn’t been upheld but we had the social norms of 1948?
