A utilitarian case could be made that, arguably, its OK to prioritize economic growth over 'democracy' for the first few decades of development.

Arguably, economies of scale—you may need centralization to bootstrap industries until they’re self-sustaining. But that just means democracy is less bad over time, not that it’s ever good.
