I feel like iPad is great for doodles, but if you need to run full apps at the expense of pen sensitivity then surface is the way to go
I'll 2nd this. SP4 is good if you want a full Win10 machine. I have one but don't draw much on it. Most of my artist friends ditched theirs for an iPad Pro with the Pencil. All seem to love it.
