this is coming up in regards to Overwatch in particular but it seems like a lot of first person view shooters/abilities seem to be right hand with camera center view

No clue but a guess: The move from center screen to one side was probably just an aesthetic choice. Maybe right side became norm due to right handed bias of most designers/players. It feels natural if your mouse firing with right hand and left hand on WASD.

A designer/animator in the early days probably picked up a prop weapon for reference, set it against their right shoulder, and said "Yeah this feels correct."

As far as Overwatch... there's nothing preventing any new heroes from being left hand dominate if they want.
