One measure of “cypherpunk” proposal like Tor or Bitcoin is: how well does it redistribute power away from governments and existing power hierarchies? And unfortunately, allowing criminals to flourish is one immediate sign that the tech is successful.

Definitely. There are real problems there. I’m referring more to the “solve ransomware by eliminating cryptocurrency, or alternatively severing its links to the financial system” crowd.
