That could also be because AppleIDs tend to be used across both work and personal devices. Imagine a picture of a secret prototype you took at work show up at home on the slideshow screensaver of your Apple TV - seems wise to avoid that situation...

It could be irresponsible of Apple to create an incentive for (corporate, state) hackers to attack iCloud. My bank doesn't keep all their money in my branch. That doesn't mean the branch isn't capable of what I need.

One reason for this may be consequences of family sharing on iCloud accounts. Quite easy for data to accidentally leak that way.

It's a reasonable point, but the purpose of this could also be to serve a legitimate business function. For example, what if their implemented enterprise DLP solution (whatever it is) has limited visibility over iCloud shares?
