As an advanced option it would only cause Apple political grief with no real benefit for users: those users who would want that have better already with backing up to their own computer instead. Plus options like that are anathema to Apple's design/UI philosophy.

Backing up to a computer is a disaster from a UX and security point of view. I don’t want to plug my phone into a malware-infested computer, and I don’t want to rely on a super-high-entropy password when Apple has this great HSM infrastructure in place.

My assumption would have been quid pro quo. Do the engineering work but hold it back in exchange for the feds to quit whining about backdoors for access. But now that they’re whining again, they should reconsider.
