Curious to understand this process better - did NIST request somewhere to get comments specific to that timeout, or is this just generally noting that NIST welcomes comments about 800-63 for future consideration, and that this timeout would be in scope for it?

This is one of those convenience versus security drivers. People find so many workarounds to this (screen, tmux etc). Most of the time we accept the risk and configure a supplement in place.
