      Does the "critical need" unlock more flexibility over other aspects as well, like compensation?

      It's more on the hiring side, I believe. But look at it like this: lots of different papercuts keep technologists from joining government. Every barrier we can remove makes it easier to get tech folks to sign up.

          Oh, to be clear, I'm in no way trying to diminish the positive aspects. It's easy to be cynical, but that wasn't my intention. Just wanted to fully understand the reach of the authority.
