The agency can hire people that serve for four years, with the ability to extend that. So someone could work for the federal government at a particular agency for up to eight years in one of these technology positions.

The net effect is that an agency head, if they determine a severe shortage of candidates or a critical hiring need, can unlock flexibility to tackle their pressing technology needs. This is really good news and gives agencies more ability to recruit talented tech folks.

Many years ago, when I was visiting Washington to provide training for some software I'd written that an agency purchased, the manager I dealt with bemoaned that he couldn't keep good IT talent because the GS pay scales were so low. He was losing a great guy with no replacement.
