Voting is a serious challenge for people with disabilities. While I understand (and agree with) your substantive point, it could be made in a way more sensitive to that challenge.

I wonder if, because a number of activists push back against any solution that attempts to be inclusive like BMDs, some officials are just not listening to the security advice anymore.

I don’t think that’s the explanation. There are certainly activists who do a disservice in this regard, but I think it’s mostly been that officials buy products that they think will solve problems they have.

I'm guessing I might be coloring outside the lines with this Q, but is anyone aware of any research that shows how people with disabilities actually want to vote, if left to their preferences? I'd rely on a trusted friend to mark a paper mail-in ballot for me. My mom and dad did.
