    Over the last decade we've tried & tried to help govt draft & implement effective . It's not perfect, but it's here. Now we must find a way of working with it & improving buildings... but we need local authorities to join the effort

    Indeed! One might argue, now that concept is established, that it would be more effective to find a measure of performance that is meaningful, rather than pushing further with one that is arbitrary.
