That feels like something for and only used by developers. Anchors are far better for general users.

1. Once the functionality exists, there will could be tools to make it accessible to end users. 2. Most features in the Web platform are only used by devs. That doesn’t make them less worthwhile. E.g. this can be used to scroll a cross origin frame to a given place.

Sadly in the years since then the argument that URLs in general and the URL bar specifically are user hostile and need hiding have gained ground. I can't see this ever happening, given that bizarre attitude.
