So here is the problem: [Cn][Cn][ZWJ][Cn] could be [Emoji_Modifier_Base][Emoji_Modifier][ZWJ][Emoji] or not. No way to predict!

The only way to keep up to date is to grab http://unicode.org/Public/emoji/ on every Unicode or Emoji update (or use a library/lframework that does).
