Is there any reason why we always use `<pre><code></code></pre>` for code snippets rather than just `code {white-space: pre;}` and then `<code></code>`?

Right, that was what I wanted to know. Is it better for screen readers etc. Or would it be better to just use code and rely on that to indicate that it should be semantically treated as pre since code is normally pre formatted, but I guess they are semantically orthogonal.
