Yes, i read it. But this feature won't cover all localizations use cases, just lists. Unless this is the first step of a localization revolution in JS, taken alone seems app specific.
It's the third or fourth step iirc. Already have DateTimeFormat and Collator. Intl spec is constantly evolving.
