fwiw I believe <!DOCTYPE html> became a standard because it triggered standards mode in browsers, not the other way around.

I was wondering this morning if omitting the doctype makes any difference nowadays. Quirks mode isn't a thing any more or is it?

It still is, and it’s probably never going away! Always use a doctype. You don’t want quirks mode.
