Seeming like a case against marginalizing people rather than a specific technology? Would it be better if it was a human-based ID check? There seem to have been fairly significant problems with that alternative - lots of people having their state aid stolen.

Some patients were receiving regular antiretroviral therapy and then *stopped* with the policy change to Aadhar. So the old approach was better at least for some populations. Also, are you saying people were having their antiretrovirals stolen? Please share citation
