There's actually a range of great tools. I'd recommend using @twinethreads, the simplest #gamedev tool which I'm actually using as a design aid at @adliberum.
Or there's also game design tools like @articydraft or authoring tools like Ink by @inkle which creates importable data.
I'm interested in trying out RPG Maker, I've always felt an engine like that is a good way of practicing game dev storytelling and narrative skills. Has anyone out there used it?
