Oh, apparently the solution was to go to a completely different page and select ‘No’ (because ‘Yes’ also threw the same misleading error...)

The Google Play developer console is incredibly buggy. It constantly tells me to check the page for errors but doesn’t display any error, even in multiple browsers. Very frustrating!
