I've gotta say, the "most popular" list on http://itch.io is really blowing my mind right now. https://itch.io/games Seems like maybe "cheap and whacky horror" might be a real underserved niche right now?

It's a transaction. It's nakedly made to be a youTube phenom and there is a large enough market of people trying to make streaming their job that the devs can make bank by people just trying to fill an upload schedule.
I want to say this game was a jam entry so it might not have been entirely intended by the dev, however there are a number of copycats starting to drop on there that I'm sure ARE intended.

Yeah I get that there's a lot of reasons this would work well as a stream-able game; it's not apparent to me from the store page etc. that this was explicitly what the developer set out to do.

Intent is a difficult area to pin down with 100% certainty. From what I've seen it reads very strongly as "FNAF,Bendy,Hello Neighbor,Granny,PetScop cash grab"
