yes it definitely would but even in dirty city waterfronts, there is still life existing there - so we wouldn't want to collect them as well and kills the heartbeat of the water body.

clearly one won't be enough to clean all the oceans so you'll need a fleet of them, perhaps a couple of trillion dollars worth at that point will the turn on each other and correctly recognize others as yet more plastic crap?
