Can someone explain why raw fish is a lower health risk than raw chicken?

I’ve had it in Japan at least 10 yrs ago.Texture is the weird part - grainy - taste is fine. My Dutch friend picked up grape sized wasabi pellet and ate it in one gulp, and hilarity ensued. Japan food cleanliness > US food
