I don't understand why this is 'mansplaining'. Is this just a generic term used when a man and a woman disagree and the woman is right?

He's disagreeing with someone who happens to be a woman as he thinks the information is wrong. He's not explaining anything

This is what I don't get from the original post. Does the guy know she designed it? If not, it's just a disagreement. Gender is irrelevant.
