Guess some would like this, but diving with a tether sounds inconvenient. And tanks do not weigh you down when you're underwater...

There is dangers for those diving shallow without knowledge, such lung overexpansion and reverse block. People should know before using it

This would be OK for 10m or so diving instead of snorkeling, but won't work for serious diving. I hate snorkels, so I'd use one.

How far can you go down with this? Most people I know go 40 to 60 feet
