This is an old and reliable way to shape 3D plastic objects. The beauty of 3D printing is it’s additive manufacturing. In theory, you only add what you need. Here, like with other more wasteful forms of manufacturing, you shape your material and cut away what you don’t need.

I think 3D printing has been and gone without appearing. Easier to go to a hardware shop for a trowel.
