If a cafe wants to cut waste, not necessarily. If they keep two or three of these behind the counter, they eliminate all need for any stirring sticks. If the devices are built to last, it would save money over time.

I’m thinking of the “house” coffees of the world where ppl add their own cream and sugar. Don’t baristas typically have metal stirrers too?

Zero waste? I still see a plastic cup with a plastic lid and a plastic straw and a plastic device which will be thrown away after like a month because it makes you feel too stupid to stir your own drink. Wouldn‘t using a regular cup and a spoon be more practical and eco-friendly?
