This is a terrible tragedy and awful end to a brutal year. It is a system failure that resulted in irreversible harm to two families. My heart goes out to the families of the victims. We will hold the man who did this accountable. We will support the families of the victims

A clear explanation of how the parole system works wld be welcome. I'd imagine under-staffing is an issue. In the Sunset, property crime (hot prowl) is the latest madness. I also understand it's very expensive/time consuming to bring a case to trial, hence parole is only option.

The D.A's office (as was explained to me in the past) would negotiate some felonies down to misdemeanor if the person arrested agreed to parole. This is b/c the D.A. doesn't have the resources to bring all cases to trial. They have to focus on more serious crimes.

Possibly yes. (Thanks) The conversation was a few years ago and I recall something about a guilty plea. A violent felony was reduced to misdemeanor and we were trying to understand the process. (This was pre-Chesa.)
