OMFG, the founders did no such thing. They met to create a world where all WHITE MEN could own property and be protected for it. Also, growing up in Philly in the 70's I can assure you it had the most corrupt police force in the country and likely still does.

The police need to be abolished ... replaced with college grads with degrees in Psychology and healthcare ... and when a small group of protectors are created ... they also will be college grads ... with no military background ... and trained not through FEAR ... but ... LOVE!
