The police force, like every citizen, needs to undergo a significant learning process regarding how to curb outbursts and work together with the community. So far, the discussion has only focused on projecting blame onto the former, with little regard for society's obligations.
Great point. Regulate by introducing a free police force amnesty — w/ a possible public gun buyback. Nonetheless, allow non-lethal Tasers for use sparingly (**only** in certain hostile situations). And provide equal-opportunity to break down barriers through financial liberation!
