I disagree that he knows what he's doing. He doesn't read. He doesn't study. He wouldn't know history if it walked up and smacked him in the face. Someone (ex., Stephen Miller) DOES know. They feed him a plan & he just says "OK." Even after they tell him, he's still clueless.
