Definitely by design, any efforts to "reform" an American police force must begin with systemic dismantlement/abolishment of whole organizations. FBI, ICE, DHS, etc.
It’s not infiltration. It’s the way the system is designed. It needs to be overhauled. The “investigation” was done during Obama’s years and nothing was done to replace this current system.
Both and. Not enough can be done and it has to start somewhere and never stop. Justice means constant vigilance and taking every opening we can find to tell true stories and awaken people to the imbalance of power that makes all these systems so corrupt.
