Yes, it does. And it also means the opposite. It has a dual function.

It just feels like your suggesting churches are exempt from law. That does not feel right. Put it this way. Ive a friend whos 15 yr old daughter was molested in church, when others weren't there. Hes in jail now. Church didnt protect him from his malfeasance. Thank goodness.
