Americans have been trained over the last few decades to expect so little from govt, propagandized to believe govt actually helping them is a bad thing. It’s a tragic surrender to corporate control & a betrayal of the ideal of govt “of the people, by the people & for the people.”

I don’t disagree with any of that. I also think rapid, scalable response capabilities should have been in place and managed in a decentralized manner, primarily from the metro/municipal level. Most of the biggest failures stemmed from over-reliance on top-down management.
