Offshore bank accounts are an accounting trick. Dollars always just sit in domestic banks. Except for physical cash, that can be physically moved around. If we wanted to crack down on tax avoidance, it just takes devoting resources to uncovering the accounting tricks

We have been in a manufacturing recession since Trump's second year. Also, we have the worst trade deficit in USA post industrial history. One of the tax breaks was for offshoring. Trump's policies don't match his rhetoric.
